Narrative Description of the Project:

 

Objective of the project is to improve water supply, sewerage disposal, sanitation and storm water drainage facilities in Dhaka City. The project plans, among other improvements, to rehabilitate the existing sewer systems, storm water drains and natural retention reservoirs. These activities will raise social safeguard issues involving displacement of squatters and encroachers from DWASA lands and acquisition of additional lands from private ownership. It is observed that the banks of most storm water drainage canals in the city are occupied by squatters and encroachers that will be affected by the improvement activities. With this end in view the consultant has been engaged to carry out assessment of social risks and impacts that are likely to be caused by the proposed project activities, working with project team suggest appropriate changes in design to avoid or minimize adverse impacts through improvement selection and design and propose suitable mitigation measures including resettlement of the squatters and social impacts thereon.  

 

Description of Actual Services Provided by our Staff:

 

- Identify the typical project activities which will require private land acquisition and resumption of public       land including DWASA’s own land from private uses;

- Conduct community/stakeholder consultations to gather inputs/feedback on social safeguard issues;

- Conduct detailed census including socio-economic baseline data to identify the types of affected                         persons/households, assess impacts that are caused on these persons;

-  Prepare Resettlement Action Plan (RAP) for drainage canals including those that have been cleared of           squatters and other subprojects that require private land acquisition;

-  Prepare a comprehensive Operational Manual for Resettlement Policy Framework to include screening for social impacts, planning process, design and documentation, implementation, supervision and monitoring;

- Design a pilot project for RAP implementation covering a canal section that are affected by displacement of squatter communities and supervise implementation;
